A volunteer voice for Los Osos.

Deborah Howe is the Chair of the Los Osos Community Advisory Council and represents District 4 through 2028. Leveraging an extensive background in financial services, she applies her analytical expertise to local governance, multi-modal transportation, and community infrastructure.

As an avid former equestrian, Deborah spearheads the LOCAC Transportation Committee with a core focus on safety — championing Safe Routes to School and building a connected path network for pedestrians, riders, and cyclists alike. Her overarching mission is to drive sustainable civic and economic growth while protecting the unique coastal environment of Los Osos and Baywood.

Andrea grew up in Colorado and spent much of her time in the Rocky Mountains. She attended Colorado State University and, upon graduation, moved to the Central Coast and completed a Master's Degree at Cal Poly.

Andrea's career spanned 38 years, predominantly working in local government. She oversaw Port San Luis Harbor District as Harbor Manager for 7 years and taught at California Polytechnic State University as an adjunct professor. Prior to that, she spent two years as the Executive Director of a newly formed nonprofit organization instrumental in securing historic fishing privileges to the Central Coast — the Morro Bay Community Quota Fund. Andrea began her career with the City of Morro Bay, spending 27 years with that city, including 7 years as City Manager. Andrea retired in 2021, but recently returned to the City of Morro Bay for a 6-month position as Interim City Manager.

Andrea is involved with several other local nonprofits and organizations including the Land Committee for the Land Conservancy of SLO County, the Los Osos Community Services District Parks and Recreation Committee, the Morro Bay Community Quota Fund, founding member of Save Cuesta Inlet, City of Morro Bay Harbor Advisory Committee, and the Morro Bay Waterfront Masterplan Committee.

She is married to Richard Hubbard, Los Osos Community Services Director, and they have one married daughter who lives with her husband and their son in Los Osos.

Andrea enjoys being a member of LOCAC to work on keeping the unique character of Los Osos as well as focusing on beautification of the community through adding trees and landscaping.

David moved to Los Osos in 2019 from the Washington, DC area after a career working on science and technology policy issues for government and nonprofit organizations.

He has served on LOCAC since January 2025 and is the vice chair of the Transportation Committee. David has also been a SLO County Parks Commissioner since April 2026, representing District 2. His interests in LOCAC include active transportation — making Los Osos more walkable and bikeable — as well as improving parks and trails. He is also interested in working to implement the Los Osos Community Plan.

An avid swimmer, cyclist, golfer, and hiker, David volunteers with the Black Hill Gang to maintain trails in Montana de Oro and Morro Bay state parks, and volunteers with the Friends of the Elfin Forest. He is also on the board of the Sea Pines Men's (golf) Club and plays with the Morro Bay Golf Club.
